I'm sorry that I can't be a help on this matter until Monday
morning (JST) because I don't have an access to the source
code until that time. But, one thing I'm wondering is that
if locale-coding-system is nil, as far as I remember,
decode_coding is not called. So, there may be a bug in
handlin the non-decoded byte sequence.
