Thanks for working on this, Eli.  Unfortunately it doesn't do
anything.

* patched the file in /usr/local/src/emacs-21.1/lisp
* make distclean in /usr/local/src/emacs-21.1
* ./configure
* make
* used /usr/local/src/emacs-21.1/src/emacs -q and
  /usr/local/src/emacs-21.1/src/emacs -q -nw in xterm
* tried M-x set-background-color RET red RET

No effect.

Shall I move all the normal Emacs 21 files out of the way before
running Emacs from the src dir?  I think that should not be necessary,
though.
