Emacs 21.1 (WinNT) scroll bars jerky

Windows 2000 Pro.  With IE 5.5 patches.

When I drag down the scrollbar (the "elevator") on a small file (86 lines)
emacs does not scroll all the way to the bottom.  Instead I have to use the
scroll-down arrow to get all the way to the bottom.

Indeed, when I scroll down, the scrollbar changes size as it approaches the
bottom,
and the scrolled text jerks up and down, not quite advancing near the end.

Is this an emacs problem or a windows problem?
