Thank you for the report.  I didn't even get that far in testing
the commenting function in sgml-mode, because there are plenty
of shortcomings even before you try to deal with nested comments.

Right now the code in newcomment.el is not flexible enough to fix
the problem without very ugly ad-hoc changes.  So I'll keep your
report in the `known bugs' section.
