windows open/save file dialog prevents emacs window from redrawing

Subject: windows open/save file dialog prevents emacs window from redrawing

In GNU Emacs 21.1.1 (i386-msvc-windows98.2222)
 of 2001-10-29 on SWC-MAN-L004
configured using `configure --with-msvc (12.00)'
Important settings:
  value of $LC_ALL: nil
  value of $LC_COLLATE: nil
  value of $LC_CTYPE: nil
  value of $LC_MESSAGES: nil
  value of $LC_MONETARY: nil
  value of $LC_NUMERIC: nil
  value of $LC_TIME: nil
  value of $LANG: eng
  locale-coding-system: iso-latin-1
  default-enable-multibyte-characters: t

If you select File->Open File off the emacs menubar and then want some
information out of the current emacs buffer in order to determine
where/which file you want and try moving the dialog a bit in order to
see it, emacs doesn't redraw the newly exposed area. You have to close
the popped up dialog in order to force a refresh.

Same behaviour for save file when selected from the menubar - I wanted
to save the body of a posting in gnu.emacs.sources and it suggested
11742 (or something) as a name and I wanted to replace it with the
package name given by the author but I couldn't read it any more!
