Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

1. start emacs with -q --no-site-file
2. in scratch buffer execute (auto-compression-mode)
3. in scratch buffer execute (hi-lock-mode)
4. M-x find-file <filename>.tar.gz

At first glance the tar file looks garbled, but I think that for some reason
only narrowing is disabled. My guess is that hi-lock-mode interfers with
narrowing.
