The only method known to me of debugging on the Lisp level during
startup is to modify the Lisp file (in this case, w32-win.el) to
insert debugging (message "bla bla bla") print-outs in strategic
places, possibly followed by a (sit-for 2), to give you a chance to
see the message, and then watch what happens when Enacs starts.  (The
sit-for part is not strictly necessary, since all the messages end up
in the *Messages* buffer, but sometimes you need to see what was
Emacs's display when the message was printed.)
