building feedmail customisation group fails

This bug report will be sent to the Free Software Foundation,
not to your local site managers!
Please write in English, because the Emacs maintainers do not have
translators to read other languages for them.

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

M-x customize-group RET
feedmail

gives an error.  This is how far it gets in building the group:

(Emacs was started with options -q --no-site-file.  M-x
customize-group was the first command given.)
