X11 version of emacs 20.7.2 agressively claims mouse focus

This is a problem that I have tried to live with for some time, but
I'm beginning to think it would be better to fix it. I'm not sure if
it has already been fixed for emacs 21--- there was some reason why I
can't/shouldn't use that. (It might have been that the scrollbars are
on the right-hand side of the window.)

The problem is this: I use emacs in X11 (not xemacs) with a
  focus-follows-mouse window manager (fvwm2 2.2.2). When I move the
mouse out of an emacs window into another one (usually an xterm),
the focus will sometimes flicker back to emacs. When I try to type
something into the xterm, it goes into the emacs instead, causing
quite a bit of disorientation and a little bit of danger.

Is this a known problem? Even if it is fixed in emacs 21, where is
this bug located in the emacs code and what sort of thing should be
done to fix it? I would like to patch that error, recompile and
happlily live with my emacs 20.7...

Thanks,
