This bug report will be sent to the Free Software Foundation,
 not to your local site managers!!
Please write in English, because the Emacs maintainers do not have
translators to read other languages for them.

In GNU Emacs 20.3.1 (sparc-sun-solaris2.5.1, X toolkit)
 of Thu Mar 25 1999 on horsepower
configured using `configure  --with-x-toolkit=athena --with-pop --with-kerberos'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Directory names beginning with ~ are broken.
One might claim such names are pathological,
all the more reason to handle them properly.
Emacs 21.1 also has this bug.

$ cd ~
$ echo ~root
/
$ echo ~x
~x
$ emacs-20.3 -q
