Yes. First, it will ask for the new file name, then it will ask what
encoding format it should be saved in (the default being the original
file's encoding). The user then has a choice of changing the encoding
or leaving it as is with just a file name change. 

If it is important to keep "Save As..." functionality as currently
implemented (just filename changed), we could have "Save As..." which
does just filenames and a new menu item called, perhaps, "Save As
Other..." which does both filename and encoding.
