I don't understand the meaning of "separate the two flavors ...".
Could you explain it?

In 21.2, M-x list-charset-chars RET already accepts "big5".
But, in this version, M-x list-character-sets RET doesn't
list "INDIRECTLY SUPPORTED CHARACTER SETS".
