Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Hi!
I use emacs 21.3a under Windows 2000.
The bug can be triggered like this:

1) Launch emacs using runemacs.exe.
2) Click:  Help->Read the Emacs Manual
3) Now move emacs so that the bottom of the emacs window gets below the Windows taskbar.
4) Scroll down the document using mouse wheel or the scroll list.
5) One or several copies of the taskbar image now appears in the middle of the document.

This only seems to happen in certain modes and buffers.
Second: The file "fns-21.3.1.el" is missing from the 21.3a package.
