    It was *impossible* to do such a <pretesting> by users with no special
    privileges.  Thought that said it quite clearly by the following.

I don't remember where the sources were kept back then, but we did
a series of pretests so that users could try it before release.
(We have done that for every Emacs release since 15 years ago or more.)
Anyone can get on the pretest list by asking me.
