steps to reproduce,
1. C-x C-f CHINESE.EXE <RET>
2. M-x hexl-mode
Then emacs quit.
Use hexl-find-file is OK.
my emacs version is from ntemacs.sourceforge.net:
This is GNU Emacs 23.0.0.1 (i386-mingw-nt5.1.2600)
of 2007-01-02 on DTOP
