Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

In the Emacs manual it is written that if inhibit-eol-conversion is non-nil
then ^M is displayed at every line instead of (DOS) in modeline. However
no matter to what inhibit-eol-conversion is set (t or nil) I always get
(DOS) and no ^M when visiting a DOS file.

If Emacs crashed, and you have the Emacs process in the gdb debugger,
