hunting a bug which seems to occur around `kill-new',

IMHO that recipe can't be valid yet.


It is. Remeber that cut buffers are deprecated and has been for a long time. Selections have replaced them. If you look at the code in question, selections come after cut-buffer handling and there no translation takes place. I don't think anybody would notice if Emacs removed all cut-buffer code.
