Indeed.  (I realized it just after posting).

So what do people think it would be more convenient?

Isn't the requested behavior of M-p more intuitive?
Isn't it more consistent with the behavior of M-p in other contexts?
Isn't "M-p M-p" almost as quick to type than a single "M-p"?
...
