bug#10794: 24.0.93; `kill-emacs-query-functions' and `save-buffers-kill-*'

1. Please consider making the hook `kill-emacs-query-functions' into a
user option.
 
2. The doc strings of `save-buffers-kill-emacs' and
`save-buffers-kill-terminal' should mention that they run the hook
`kill-emacs-query-functions'.  These are user commands, and some users
will want to take advantage of that hook variable (see request #1).
