There's no way to disable the menu bar otherwise than from the init
file. Thus, you can see the menu flashing before the init file loads.
You can disable it with the menuBar resource, to prevent flashing.
Could you disable the menu by default in the console mode? It's of no use
in the terminal.
Instead of using the mouse, you can also invoke the first menu bar
item by pressing <F10> (to run the command `menu-bar-open'). You can
then navigate the menus with the arrow keys. To activate a selected
menu item, press <RET>; to cancel menu navigation, press <ESC>.
