I see the same problem after bootstrapping r114487 for Windows (mingw)
from a clean checkout. The build log shows:

might not be defined at runtime.

not known to be defined.

Using "runemacs.exe --debug-init", emacs shows a backtrace in my init
file at "(require 'package)". Adding "(require 'cl-lib)" before that
line works around the problem.
Full build log and backtrace available if needed.
