emacs -Q
M-x run-octave ;; now emacs keeps busy until you press C-g to cancel.
C-g ;; now there is a buffer named *Inferior Octave* indeed.
M-x run-octave ;; split window, popup *Inferior Octave*
C-x o ;; switch back to *scratch* buffer
M-x octave-mode ;;
1+2 ;; goto octave mode and enter some text.
C-c TAB C-l ;; octave-send-line. Now emacs keeps busy until you send C-g.

by the way I have apt-get installed octave in my system.

In GNU Emacs 24.3.1 (x86_64-pc-linux-gnu, GTK+ Version 3.10.7)
of 2014-03-08 on lamiak, modified by Debian
