For what it's worth, I cannot reproduce the problem on Ubuntu 16.04.3 LTS x86-64. In an Ubuntu Terminal window, I ran this shell command:

src/emacs -Q -nw

and typed "M-x foo C-g C-g". The first C-g did a Quit as expected, and the second C-g did another Quit.

For me, report-emacs-bug output the following info:
