[bug-gnu-libiconv] FYI: project page needs update

The page at: https://www.gnu.org/software/libiconv/ lists libiconv-1.14 
as the latest, while it seems to be libiconv-1.15 on the mirrors (and 
there was a gnu.announce of libiconv-1.15 iirc)

Hoping this does not bounce :)

p.s. - where might I find the differences between 1.14 and 1.15 - are we 
talking CVE things, or just "it is time".
