Yes, and the solution was to make it easier for TeX to insert a 
page break between the systems of music than between the title
and the first system. That's the solution I could find in the
TeX book and comparing to the LaTeX implementation, maybe you 
could find some better solution. Maybe the real problem for the
recent bug report was that it was more difficult to insert a page 
break after the final system of music than between the systems.
I must admit, I still find TeX quite an obscure system when it 
comes to implementing these things.
