Details:

For example, I have text file with numbers. These numbers have decimal symbol
"," (comma).
If I import data from text file, PSPPIRE suggest to use as separator. If I
deselect this option, PSPPIRE still imports data without numbers before
comma!

How to reproduce:
execute in terminal:
 LANG=C
 psppire
Go in menu File > Import delimited text data
Select attached file
Import this data, don't use any separator.

Solution:
Add option to select decimal symbol 
while importing data from text file
