PSPP-BUG: Windows Temp file deletion

If I interpret Henry's report correctly, with Harry's latest version, all
temp files are now being correctly deleted, but the diretory remains. So
this is a step forward.

Having looked at Gnulib and the M$ documentation, it seems that there is
a slight bug which may have caused the previous problems.

Here's a patch.  Harry can you apply it as before.  If it works, I'll
send it to the gnulib maintainers, and ask them to apply it to their
master branch.
