I just tried it again, just to be sure, and it does for me (in
Tar 1.12a).

Did you actually try -P and see that it didn't work on extraction? If
it does work, it's possible that this is just a documentation bug.
The manual for Tar 1.12 clearly says it works with "tar -x" as well,
but maybe later manual editions removed that. (What version of Tar
did you use, btw?)
