When extracting tar used with -s option do not respect -C dir !

When extracting tar used with -s option do not respect -C dir ! |

tar 1.13.19 when used with -s do not change dir to -C dir and
without any warning extract in local directory !!!
eg. to: /tmp and not to /tmp/x
address@hidden tmp]# tar -x -v -s -f /a.tar -C /tmp/x
address@hidden tmp]# tar -x -v -f /a.tar -C /tmp/x
without -s everything is OK.
