Building gettext from latest CVS

I'm trying to build the latest cvs snapshot of gettext (just now "cvs
update"'d). I'm running into a problem building the docs. I've got a
fairly stock RH6.1 system with an updated kernel.

% uname -a
Linux anthem 2.2.18 #21 SMP Mon Jan 8 00:33:29 EST 2001 i686 unknown
% perl --version

This is perl, version 5.005_03 built for i386-linux

% cd /usr/local/src/gettext
% ./configure ; make
Updating man page msguniq.1
/usr/bin/perl -w -- ./help2man --include=msguniq.x ../src/msguniq > msguniq.1
groff -mandoc -Thtml `if test -f gettext.1; then echo .; else echo .;
fi`/gettext.1 > t-gettext.1.html
groff: can't find `DESC' file
groff:fatal error: invalid device `html'
make[2]: *** [gettext.1.html] Error 3
make[2]: Leaving directory `/usr/local/src/gettext/man'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/usr/local/src/gettext'
make: *** [all-recursive-am] Error 2

Any suggestions? All my Perl experience is 6+ years old. ;)
