Does it work if you use the fixup procedure that I mentioned, after
you create the tar file?  If not, that suggests that the problem is
in your copy of tar, not in the method used to invoke it.

I doubt it.  I just used your program here, and it worked fine: it created
a tar image with a blocking factor of 1, and then compressed it.

I'm using tar 1.13.25 and gzip 1.3.3 to create the tar image.  Quite
possibly you are using older versions, and that might be affecting the
problem.
