The Automake-generated makefile does detect Debian correctly, but when
it finds Debian it simply refuses to invoke install-info. On my
Debian host, this causes the resulting info directory to not know
about the just-installed files, and that is the problem that originally
prompted Debian bug 139569.
It appears that Debian uses different conventions for install-info. I
don't know what the Debian conventions are. Perhaps Automake could be
modified to know about them, but that would require someone with
Debian install-info expertise.
Anyway, this is clearly not a diffutils bug. The bug should get
reassigned in the Debian database back to install-info, or to automake
if they really want to continue to maintain an incompatible
install-info indefinitely for some reason.

'info patch' works just fine when GNU Texinfo 4.1 install-info was
used to install the file, but it does not work when Debian
install-info was used. Perhaps this is not considered to be a bug,
but it is undesirable behavior compared to GNU Texinfo 4.1.
