I haven't gotten any bug reports other than yours.
I assume the new method has been tested with other packages.
Also, I tested it on OpenBSD, where Diffutils built fine without libintl.

OK, thanks.  I never test --with-libintl-prefix, as I expect that
users who are expert enough employ that option are also expert enough
to debug problems they run into.

Most likely the problem is in m4/lib-link.m4, which is a copy of what
is in gettext 0.11.1.  This tends to be a troublesome area on various
platforms.
