I think GNU gettext needs services from the locale to do proper
message translation.

It's true that setlocale is broken on many systems.  However, surely
it's too much to ask gettext to always work even on systems where
setlocale is broken in arbitrary ways.

You appear to be on a host without a working "de_DE" locale; wouldn't
it be more efficient to fix that first?  That should be easy to do,
and shouldn't require any changes to gettext.
