I don't have that problem.  What does `m4 --version' say?

Yes, that's quite possible.

But this breaks autoconf 2.13, and it makes the code harder to read.

I would rather find out why m4 is not working for you, and fix that
problem, as the error messages could be a symptom of a more important
bug.  It could be a bug in m4/lib-link.m4, or it could be something
else.
