sharutils: unoffcial test release 4.3.50

I went ahead refreshing sharutils.  First goal was to update automake,
autoconf, and gettext related files:

Please test and send patches.

The next step is to update lib files and to incorporate patches flying
around (especially those fixing security related bugs).

Feel free to fold my changes it into the the official package or just
copy the archive to alpha.gnu.org.
