Yes, I know.  I just haven't seen anything that would suggest that the
GPL of one program would apply to another if it were not a derivative
work, so if you say that the GPL applies, I assume it must be because
the other program is somehow a derivative work.  But I haven't seen
anything to confirm that either.

No, it also makes exceptions for maintenance and repair.  And
according to Bernstein ("According to the CONTU Final Report..."),
patches qualify.
