This sounds like a problem with case conversion in your filesystem.
Sorry, I don't use Microsoft Windows so I can't be of much help for
you, but perhaps you can work around the problem by telling your
filesystem to use the Unix convention that case is always sensitive in
file names.  Or perhaps someone else on this list with more experience
with Microsoft Windows can chime in with more-accurate advice.

I should warn you that tar 1.12 is quite old now.  I am surprised that
ftp.gnu.org is still distributing a DOS executable for it.  Perhaps we
should stop doing that, as we shouldn't give the false impression that
we're maintaining it.
