Problems encountered with ci after loading this version of diffut ils

Hello,

We have installed the 2.8.1 version of diffutils with the RCS Version of 5.7
(both found on the HPUX Porting and Archive Center) and cannot get the ci
command to work.
The error we get is "diff failed".  Any ideas?  We downloaded the software
to our HP-UX 11.11 superdome and ran swinstall to install bith sets of
software.  We copied the HP RCS and diffutil commands to files called
XXXX.hp and then created links to the commands that were installed in
/opt/rcs and /usr/local/bin.  HELP! 

Here is the exact error we are encountering:

ci: TEST_RCS8.rdf,v: diff failed
ci aborted
