While we're fussing with wording, I suggest replacing:

  You cannot distribute 'msvcr70.dll' with the binaries - this would
  be a violation of the GPL and of the Microsoft EULA.

with:

  Redistributing 'msvcr70.dll' with the binaries would violate both
  the GPL and the Microsoft EULA.

since "You cannot distribute" is not strictly true.  After all, most
people physically _can_ redistribute.  If they do, they are violating
the license terms, but some people can do that with legal impunity and
anyway even the ones who are at legal risk are still physically able
to do it.

Another minor suggestion: spell out "GPL" and "EULA" the first time
that they appear in the file, since the reader may not know what they
mean.

(Sorry about the nitpicking, but nits are sometimes important in legalese.)
