This header is inserted when not too old gettext tools are used and when
the developer either uses a 3-4-argument AC_INIT or fills in the
po/Makevars file.

The major thing that hampers the use of Report-Msgid-Bugs-To: currently is
the fact that many people are still using outdated versions of the GNU
gettext tools.

I don't think this would be useful, because
  1) the complete recommendations fill an entire chapter of the GNU
     gettext manual ("Preparing Program Sources"),
  2) things in the GNU Coding Standards are hard to change or evolve, once
     they have been written,
  3) this area is still in a state where common sense can do the most
     benefit, even without formal rules.
