Thanks. A new gettext-0.15-pre0.tar.gz is available at the same location,
which should fix these issues.
Also it appears that you are building on a mingw which doesn't have
libiconv installed. This will not produce satisfactory binaries. Therefore
I'd recommend to install libiconv-1.10 first. This version should already
support mingw.

First, using MSYS, I installed libiconv-1.10, and the configure,
make, and make install all seemed to work properly, based on
what I saw in the logs.
Then I used you latest gettext tarball, but there are errors
when doing the make:
