But WordPad can handle them just fine.  (Not that I'd recommend anyone
to give up Less or some other good pager, but there's no need to
describe the Windows tools as totally useless, either.)

??? Whose design is that?  The Sed maintainers did not design any
Windows-specific behavior for Sed.  It is just a question of (1) what
runtime library is used for the standard I/O functions, and (2) how
hard was the person who ported Sed prepared to work to make Sed cope
with various subtle issues wrt text/binary I/O annoyance.
