Blast.  Thanks.  I'll close this report, then.

Actually, it's the other way around; I'm using a gettext.m4 that is
much newer than po/Makefile.in.in (or po/Make-in in this case).  The
sourceware.org "src" repository's Make-in's have diverged from
gettext's in a couple of ways, and I didn't feel up to merging them,
so I'd fixed top_builddir locally.  The old gettext.m4 didn't used to
reference $(top_builddir).

(The biggest local change is support for some potfiles in the source
directory and others in the build directory, by the way, in src/bfd/.)
