Why swim upstream, when you can also jump into the water near the source
and then swim downstream?

Look at the glibc/localedata/ChangeLog or at the mailing list archives
http://sources.redhat.com/ml/libc-locales/
and judge yourself.

I recommend to submit a new locale to the glibc bug tracker once it's
tested and works fine, not earlier.
