sed - fixes

Hi. The sed-cvs site seems to be transition (with gnulib), so I made this 
attached patch against 4.1.5. The changelog diff includes most of the 
changes, some of them you may already know about. I tried to keep it 
portable, but I'm not sure if it is. The testsuite still passes.

Highlights include:
Fixed many compiler warnings.
Addition of --enable-gcc-warnings (-Werror -Wall -Wformat -Wformat-security).
Added of strlcpy().

Please let me know if I should change anything, or if you have any comments.
