gettext w/ PHP

Dear developers,

while fiddeling with GNU gettext and its PHP-implementation I found out, that 
german umlauts (ß) ß gets extracted inrto double s (ss), which is quite 
anoying using the word Massstab (scale) in german.

I have written a small example do demostrate the behaviour. Could you please 
give me a hint where to search for the problem? 

Perhaps this is a know problem? I could not find a bugtracker though.

My version (on debian sarge):
php 4.3.10-16
gettext 0.14.4-2
