I'm not sure. If the programmer did not give the appropriate instructions,
it is dangerous for the translator to insert extra lines of text on her own
in places she doesn't understand the role of. For example, if the string
"Report bugs to <...>" is centered in a GUI element, adding a second line
of text may deteriorate the GUI's esthetics.

Sure I hope that the translators do the right thing even when not explicitly
asked to, but I cannot write a paragraph of doc that takes away the
responsibility from them for doing so.
