Thanks for reporting this. I added a line
@documentencoding UTF-8
to the TeXinfo source; this has the effect of producing in the HTML output
a header line
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
so every browser should display the diagram without mojibake.
