The ABOUT-NLS file is part of the GNU gettext project, but includes the matrix
data from the TP website <http://translationproject.org/extra/matrix.html>.

I have regenerated the ABOUT-NLS file with an up-to-date matrix for you:

But at some point, I should simply include a reference to the matrix on the
web site, or convert the ABOUT-NLS file to HTML...
